as well as putting our relations with the High Commissioner for Refugees under strain.

Hong Kong's current proposals do not involve a breach such "humanitarian obligations" Our problems with them will be of the same kind, though possibly of an aggravated nature, as exist at present, namely the question of the compatibility of proposals for detention for an indefinite period with no hope of resettlement with our obligations under the International Covenant on Civil and Political Rights.
