6. We are seeking by Coreu the reactions of Community colleagues to Thach's request. However, even if others decline Thach's invitation, because of Hong Kong we have special reasons for accepting. We would not expect ASEAN objections to such a meeting. Tran Quang Co, the Vietnamese Deputy Foreign Minister only recently visited certain ASEAN capitals, including Bangkok, for talks.

The Secretary of State's timetable on 7 June is at present fairly full. He is scheduled to meet the New Zealand Foreign Minister at 8.45, his Chinese counterpart at 9.30 with the rest of the morning in the Conference. However, the bilateral with Mr Marshall may not take place. The alternative would be to spend slightly less time listening to the speeches by the Brazilian and Colombian and meet Thach while one or other is in full spate.
