CALL BY VIETNAMESE AMBASSADOR, 3 JUNE

1. In preparation for the call on you by Mr Hung, the Vietnamese Ambassador tomorrow, I attach as requested extracts from the Secretary of State's speech and press conference in Hong Kong as follows:

A

The reference to refugees made by the Secretary of State in his speech on 30 May.

B The passage on refugees from the Secretary of State's opening statement at his Press Conference.

C - The Secretary of State's response to a question from P about our reaction to the Vietnamese announcement of troop withdrawals.

I will prepare copies of B and C for handing over to the Ambassador, and will attend the call.

The Vietnamese Embassy has confirmed that the Ambassador wishes to call to inform us of the details of the recent announcement about troop withdrawals. News Department have agreed with us that in response to any questions on this, our line would be:

We welcome any genuine troop withdrawals consistent with our long held desire to see all Vietnamese troops withdrawn and Vietnam enter into negotiations.

3. I have also told the Embassy that the Foreign Secretary will be meeting Nguyen Co Thach in New York next week.
