MEMORANDUM FOR EXECUTIVE COUNCIL
THE REACTION TO HMG'S RESPONSE TO THE SCORRI REPORT ON VIETNAMESE REFUGEES AND THE CONSEQUENCES FOR HONG KONG
Introduction
On 24 September 1985 Members considered memorandum XCCI(85)44 which, inter alia, informed Members of HMG's response to the recommendations contained in the Report of the Home Affairs Sub-Committee on Race Relations and Immigration (the SCORRI Report). A copy of the recommendations contained in the SCORRI Report is at Annex A.

HMG's response to the recommendations contained in the SCORRI Report was published in the form of a White Paper on 26 September 1985. A summary of those parts of the White Paper concerning Vietnamese Refugees in Hong Kong is at
Annex B.

The purpose of this memorandum is
to report on the additional resettlement places which could be available for Hong Kong as a result of HMG's decision to relax its family reunion criteria and to accept approximately 500 refugees from Hong Kong;
to
assess
the implications of these additional resettlement places on the refugee population in Hong Kong and, in particular, on their accommodation; and
(c) to seek Members' advice on the resettlement in Hong Kong of ethnic Chinese refugees from Vietnam.
