I am sorry to have to put down a further question for written answer in advance of your reply to my letter of January 5th, However, I have now seen the full text of the Third Report from Oxfam, Hong Kong, dated November 1987. This reveals the appalling overcrowding and lack of w.c.'s in Hei Ling Chau and Tuen Mun Centres, and also mentions that by the middle of next year 2/3rds of the Kaitak site, (the only remaining open centre), will have been cleared away to make room for approach roads to a new tunnel.

In view of the very unsatisfactory present position, and of the difficulties in achieving resettlement, may I ask you to make a personal visit as soon as possible. The longer these refugees have to stay in the present Centres, whether closed or open, the more difficult it is going to be to achieve satisfactory resettlement for them, even though they are "numerically" a relatively small group.
