Background
1.
Lord Hylton has recently written to Lord Glenarthur twice, on 5
and 25 January, on the subject of the latest Oxfam report on Vietnamese refugees in Hong Kong. Lord Glenarthur sent an interim reply on 8 January.
2. We are waiting for Hong Kong's response to this report which concentrates on conditions in the refugee closed centres in Hong
Kong. We have also asked the Hong Kong Government for details of
their implementation of recommendations in Oxfam's first two reports
of May and December 1986. When all the necessary information has been collated, we will draft a substantive reply for Lord Glenarthur
to send to Lord Hylton.
