As promised in my letter of 2 February, and following consultation with the Hong Kong Government I am now in a position to give you a full reply to your letter of 25 January and your Question of 1 February about three Oxfam reports on Vietnamese refugees in Hong Kong. reports were made in April 1986 to the Hong Kong Government; December 1986 to Legislative Councillors in Hong Kong; and November 1987, again to the Hong Kong Government.

The Oxfam reports are a constructive contribution to discussion of this continuing problem and we are grateful We and the to Oxfam for their efforts in producing them. Hong Kong Government give serious thought to all Oxfam's recommendations, sharing as we do with Oxfam the goal of finding a lasting solution to the present problem.

Most of Oxfam's recommendations are for practical improvements in the operation of the refugee centres in Hong Kong. A brief summary of the present position on the main recommendations in all three reports is given in the enclosed annex. From this I hope it will be clear that the Hong Kong Government have taken action or are considering taking action, on a large number of Oxfam's recommendations.
