Bearing these conditions in mind, both sides

have agreed the following specific points.

Α GENERAL

(1) Access

For UNHCR officials :

that the

Hong Kong Government has agreed that

UNHCR should have a general right of

access to all asylum seekers, refugees and

screened out persons for the purposes of discharging its protection and assistance

responsibilities. The arrangements for

access will be based on appointments,

escorted tours and visual (not aural)

supervision of interviews.

For legal advisers :

Hong Kong Government will permit any

asylum seeker, refugee or screened out

person to have access to his legal adviser

for the purpose of consultations in

connection with any legal proceedings to

which he is a party. Legal proceedings

include an objection under s.53 against a

denial of refugee status but do not include the initial screening procedures.
