Please see the attached copy of Richard Horton's letter of 17 June to Robert Priddle about Denis Patrick's, Chairman of the Federal Communications Commission, recent meeting with the Hong Kong Post Master General.

As you know, the UK is formally responsible for Hong Kong's international relations and it would see best to deflect any

nation exchanges with the FCC on the Hong Kong to ourselves. We need to know, therefore, how far, in practice, we should take the lead on such subjects as telecommunications. I should be grateful if you would seek and let us have the advice and comments of your Far East Department on the general question of the UK responsibility for HK international relations and more specifically on the exchange between Gordon Siu and Chairman Patrick. If possible, we would appreciate FED's comments by Wednesday, 13 July.
