CABLE AND WIRELESS ACTIVITY IN HONG KONG AND CHINA

1. I attach a brief given to me this morning by Messrs Pemberton (Managing Director, Cable and Wireless plc) and Gale (Managing Director, Hong Kong Telecommunications). This is an updated version of a brief prepared for Mr Donald before he went out to Peking. Mr Pemberton hoped that it would be of some value in briefing for the Secretary of State's visit.

2. Mr Pemberton said that the main current issue was the Hong Kong Government's review of telecommunications policy. He thought this was due to go to EXCO for consideration in July. He anticipated that the outcome would be the preservation of the status quo until Hong Kong Telephone Company's franchise was reviewed in 1995. One effect of the review had been the postponement of the intended offer of 7% of the equity of Hong Kong Telecommunications (half from Cable and Wireless and half from the Hong Kong Government) to the public in Hong Kong. It had originally been hoped to make the offer in May; it was now planned for September.
