The Council reconsidered memorandum XCC (88)97.

The Council ADVISED and the Governor ORDERED :

(a) that the Government should

encourage competition in

the

provision of non-franchised

telecommunications services;

(b) that there should therefore

be

second a

network with

separate licences for the

provision of the network and

for the operation of cable

television services;

(c) that in order to diversify

network ownership the holding

of

Hong

Kong

Telecommunications

and its

subsidiaries in the second

network should be limited to

15%;

(d)

that international

tenders

should be invited for the

provision of both the

cable

television

network and for
