A BILL
To
Amend the Dangerous Goods (Consignment by Air) (Safety) Ordinance.
Enacted by the Governor of Hong Kong, with the advice and consent
of the Legislative Council thereof.
1. This Ordinance may be cited as the Dangerous Goods (Consign- Short title. ment by Air) (Safety) (Amendment) Ordinance 1988.
2. Section 4 of the principal Ordinance is amended by inserting, after Amendment of subsection (1), the following—
"(1A) Where a person is convicted of an offence under this Ordinance in relation to anything seized, removed or detained under subsection (1)(h), he is liable to the Government for its reasonable expenses incurred in the seizure, removal and detention; and those expenses are recoverable as a civil debt.".

Explanatory Memorandum
The object of this Bill is to impose, on a person who contravenes the Ordinance, liability for the expenses incurred by the Director of Civil Aviation in seizing, removing and detaining dangerous goods.
