It is recommended that the UK Railway Inspector, currently engaged under section 25(2) of the Kowloon-Canton Railway Corporation Ordinance (Chapter 372) to inspect the safety aspects of the railway, be appointed to investigate into the causes of the recent fatal accident and to make recommendations if necessary, under section 15 (1) of the Kowloon-Canton

Section 25 (2) of the Ordinance provides for the appointment by the Government of an inspector to inspect the safety aspects of any new railway or extensions thereof before it can be opened for the carriage of goods and passengers. In August 1987, an agreement was made between the Hong Kong Government and the UK

UK Government for the appointment of a Railway Inspector from the UK Department of Transport to carry out the necessary investigation works. The duties of the Railway Inspector are set out in the first schedule to the agreement attached at Annex A. He is required to report to the Government on all aspects of the design, operational, maintenance and emergency standards and procedures of the LRT and any extensions thereto. The Government may also request him to investigate into the causes of any incident involving the railway and to make recommendations.
