the application of certain countermeasures. For example, in the case of sheltering, this presents spectrum of different problems depending on the time of day, the day of the week, and the prevailing weather conditions. On these considerations it is envisaged that the assistance of the proposed

Protection Advisory Body (paragraph 12.18 of the report) will also be sought.

With regard to paragraph 6(a) above, it is intended after the Chinese authorities have studied the Contingency Planning Report (copies will be given to both the GNPJVC and the NCNA), to seek formal discussion on the various issues that will need to be considered jointly On paragraph 6(b) above, preliminary discussions have been held with the key departments that will be involved in the Contingency Plan. All have indicated a readiness to undertake the specific roles that the consultants have proposed for them. Once a review of the information on instrumentation has been completed, departments will endeavour to define more precisely their specific resource requirements. On paragraph 6(c) above, consideration is. currently being given to the composition of the proposed Radiation Protection Advisory Body, and it is hoped that appointments can be made in the near future. In the meantime a start has been made to identify the problems that particular countermeasures present : these will then be reviewed so that practical solutions can be developed for a range of possible

scenarios.

It is currently estimated that it will probably take at least one year to complete the first draft of the Contingency Plan. The aim is to have the plan tested before the commissioning of the first Daya Bay unit in 1992.
