TERMS OF REFERENCE OF

NUCLEAR SAFETY CONSULTATIVE COMMITTEE

FOR

GUANGDONG DAYA BAY NUCLEAR POWER STATION

Introduction

In view of the importance of nuclear safety in the construction and operation of nuclear power stations, and the concern of the people of Hong Kong about the nuclear safety of Guangdong Daya Bay Nuclear Power Station, the Guangdong Nuclear Power Joint Venture Company Limited (hereinafter called "the JVC"), in accordance with the decision of the Ministry of Nuclear Industry (now China Nuclear Industry General Company - the organization authorized by the State Council to be in charge of the nuclear industry, hereinafter called "the CNG") that the JVC shall be responsible for organising the formation of a nuclear safety consultative body, will invite Hong Kong people to form a Nuclear Safety Consultative Committee for the Guangdong Daya Bay Nuclear Power Station.

Name

The name of the committee shall be "Nuclear Safety Consultative Committee for Guangdong Daya Bay Nuclear Power Station" (hereinafter called "the Committee").

Function and Responsibility

The Committee shall be a specially set-up organisation of the JVC to communicate with the people of Hong Kong in respect of nuclear safety of Daya Bay Nuclear Power Station. Its responsibilities are:

1. Discuss the JVC's reports on the measures and their implementation to ensure nuclear safety during the construction and operation of the Daya Bay Nuclear Power Station;

2. Communicate with the people of Hong Kong about the status of nuclear

safety of the Daya Bay Nuclear Power Station.

3. Subject to the regulations of the National Nuclear Safety Administration. make recommendations and comments on nuclear safety, making reference to the relevant nuclear safety information of IAEA and taking into consideration the actual conditions of the Daya Bay Nuclear Power Station.
