11.3 Communication of Specific Instructions to the Public
Following any accident at the Daya Bay power station there will be a need to give factual information to the public and, if necessary, advice on the countermeasures to be taken. The use of television and radio stations is likely to be the most expeditious and effective way of passing these messages to the public. In order to make use of these means of communication, arrangements must be made with the relevant stations before any incident occurs. Pro forma giving the necessary information should be prepared such that in the event of an incident the CCC may fill in the relevant details. All such messages to the public must be formally authorised by the CCC Controller. The completed
forma may
then be sent via telex or facsimile machine to the radio and television stations for broadcast, and additionally to the City and New Territories Administration and the police. These statements should give simple factual information and advice, and where possible give reassurance to the public. Care should be taken to ensure that such statements are consistent with any press statements given to the media.

The City and New Territories Administration (CNTA) may also be called upon to provide a means of communication with the public. This will be mainly via the opening and operating of public enquiry sections through which public information and reassurance may be passed. CNTA will be able to monitor the reaction of the public and hence keep the CCC briefed on developments.
The police may also be called upon to help pass on instructions to the public, by the use of public address systems in vehicles and, if available, attached to helicopters.
