THE EMERGENCY ORGANISATION
6.1 Need for an Emergency Organisation
In the unlikely event of a major accidental release of radioactivity from the Daya Bay nuclear power station which could potentially affect Hong Kong, it is essential that an organisation is in existence which can rapidly assess the hazards and arrange for any necessary countermeasures to be taken. This organisation should be well rehearsed and capable of being mustered at short notice. The lines of command must be clear and unambiguous and it is therefore necessary to identify a single centre which will co-ordinate the activities of all the many supporting organisations which will be involved in an emergency. The roles of all the supporting organisations must be well known and they must have the appropriate equipment, staff and expertise necessary in order to fulfil their role.
There is in existence in Hong Kong a sophisticated and well co-ordinated organisation for dealing with various natural disasters and other emergencies. This organisation provides an excellent foundation for the necessary organisation to deal with any radiological emergency.
6.2 Government Committee for Contingency Planning
The Government has set up a committee to oversee the preparation of a contingency plan, appropriate to Hong Kong's circumstances, to deal with the remote possibility of an accident at Daya Bay Nuclear Power Station resulting in risks to the territory. This committee must ensure that all tasks are allocated to the relevant department or organisation to avoid omissions and, where appropriate, redundancy.
