The new arrangements are, of course, entirely a matter for Hong Kong. As a matter of courtesy, however, we have informed the Chinese Government in advance.
What was the view of the Chinese Government when informed?
The Chinese side was grateful for being advised in advance and took note of the fact that the new arrangements would contribute to maintenance of the stability of
the HK financial system. As mentioned, the new arrangements are a matter for Hong Kong. They enhance our ability to maintain exchange rate stability, and generally monetary stability, in Hong Kong.
The new arrangements are as mentioned, unique to Hong Kong, are we sure that they would work?
The Monetary Affairs Branch and the Hongkong Bank have spent a lot of time developing these, seeking expert advice where appropriate from people familiar with these technical matters. All those consulted are satisfied that they are the best arrangements that suit our circumstances.
