4. Mr Grainger has now produced a draft Order In Council to extend the

MIGA Act to the Dependent Territoties, a copy of which is attached. It has

been copied to all the Territoties asking for comments by 4 April if

possible. The timing of our ratification is still uncertain; but it will

probably be between mid-March and early April. If Hong Kong wishes to be

included from the time of ratification, we would have to know by then.

Otherwise we would proceed along the same lines as ICSID, which we would

not expect to cause any problems.
