I now enclose a copy of the reply we have received. I have little to add to Hong Kong's reply, but to point out that Hong Kong's per capita GDP (para 1(a) of the telegram) is by some way lower than that of Saudia Arabia, referred to in para 4b of your minute. I would also hesitate to make too much of the 1997 question (para 1(b) of the telegram): elsewhere we are constantly playing up confidence. I doubt that we should in this forum voice any doubts about confidence in the future, although I recognise that the point made by Hong Kong is a valid one.
