Lord Glenarthur said that he could assure Mr MacAndrew that there is no foot dragging at all and that the Hong Kong Government is pushing forward with all speed.

7. Mr McAndrew responded that he was not complaining, but the Chinese lobby is very strong in Hong Kong and the Government must be seen to be maintaining its momentum.

9. Mr MacAndrew said that he is prepared to give the Government support by seconding one of his staff to the Government. He went on to say how successful a recent experiment had proved to be whereby a young civil servant had been seconded to his office.

10. Lord Glenarthur said at the close of the meeting that he hoped to visit Hong Kong again in about six months time which means
