detailed aid allocations proposals are formulated. A sanitised
version of the paper (known as the Aid Expenditure Prospects Paper) is
circulated to Treasury and DTI at Under Secretary level who are given
an opportunity to comment on it, before ODA Senior Management formulates draft Aid Framework proposals.
The Aid Framework Document
5. ODA Spending Departments bid for spending allocations for their
programmes. They do so in consultation with their Diplomatic Wing
counterparts and after consultation with the DTI.

It is the responsibility of ODA Senior Management to prepare draft Aid Framework proposals in the light of the bids made and FCO Ministers' conclusions on the Aid Expenditure Strategy Paper, and to try to reach agreement at official level in two committees, before
submitting proposals to Ministers:

the FCO Aid Policy Board chaired by the Permanent
Secretary of the ODA, and consisting of DUSS and the Head of Planning Staff from the Diplomatic Wing and the Deputy Secretary and the Principal Finance Officer from the ODA;
the Joint Aid Policy Committee, chaired by the Permanent Secretary of the ODA, and on which is represented the
DTI, the Treasury, ECGD, the Bank of England, and the
Diplomatic Wing, at AUS level (normally AUS (ECON)).
Draft Aid Framework proposals are then submitted to Mr Patten who
consults his colleagues within the FCO. Thereafter proposals are submitted to the Secretary of State for his approval. The Secretary
of State then gives the Chancellor and the Secretary of State for Trade and Industry an opportunity to comment.
Unallocated Reserve
8. The agreed Aid Framework contains an Unallocated Reserve (UR) for
each year in order to provide Ministers with flexibility to respond to
