Dear Lord,

A brief reference, in the Communique issued after the 9th meeting of the Sino-British Joint Liaison Group (FCO Telno 241 to Tokyo), to the progress made in concluding Hong Kong Air Services agreements, prompts me to enquire where we stand now on Hong Kong/Philippines Air Services. In your letter

of 9 September to Trevor Thorpe in the Civil Aviation Department in Hong Kong, you said "we may need to keep this particular negotiation on hold for a few more months".
