I am sorry that we have not replied before to your letters, the most recent of which is dated 8 December, concerning the briefing material you have been sending on the Hong Kong Agreement.

As you may imagine Hong Kong does not loom large in Luxembourg thoughts, but they are nevertheless interested in developments there and keen to keep abreast. They therefore very much welcome in a passive way the briefing which we regularly give them on the basis of the material you supply. As far as we are concerned, please keep up the good work.
