1. Thank you for your letter of 29 September about the tenth meeting of the Joint Liaison Group. We today briefed the MFA. I paid a call on Mohd Shahrul bin Ikram, the Assistant Secretary responsible for Hong Kong. I explained the background to JLG X, drawing on FCO telno 674, and handed over the text of the communique.

Shahrul appeared grateful for the briefing but offered no substantive comment. I asked him frankly whether he found it of use. He said the MFA had a strong interest in developments in Hong Kong. He was keen to have further such briefings in the future.
Incidentally, on feedback, you mention in your para 1 a circular letter of 6 April. We have no trace of this.
