Background

1.

Mr Yeo's question is pitched in very general terms. The answer has been kept equally general. It would have been possible to list a wide range of achievements paving the way for a smooth transfer of Government in 1997, but the answer would have become too cumbersome. The various achievements in the implementation of the Joint

Declaration are noted in the Annual Report on Hong Kong presented to

Parliament each January.

The Hong Kong Government have been consulted and agree with the

draft reply.
