1. Since Post Objectives now have to be submitted and evaluated with the Annual Review, our recent exchange of telegrams on the Top Management Round and Post Objectives lead me to wonder whether we should also be submitting an Annual Review now that UKRep JLG exists as a semi-independent Post.

2. I mentioned this thought to Robin McLaren when he was here. His initial reaction was that there was probably no need, but he asked me to write to HKD for your consideration. Given the restricted nature of the work we do and the fact that I believe you keep Ministers informed after every JLG session, it may well be that there is insufficient need for us to write an Annual Review. However, there may be some advantage in reminding all those who see Annual Reviews of our existence and the still important process of negotiating with the Chinese.

3. If you do think that we should be providing an Annual Review we will need to decide from whom it comes. I suggest that it should be signed by Robin McLaren on the basis of a draft supplied from here. If the dispensation for some Posts to submit an Annual Review in mid-vear rather than at the end of the year still applies, it might be neater if ours were to be aimed at 1 July. I would be grateful for your views.
