Hong Kong Debate

In preparing supplementary briefing for the Hong Kong Debate you may wish to take account of the following points that have occurred to the Secretary of State:-

Vietnamese Boat People: On reading the third sentence of section F, paragraph 1 of the briefing submitted to Mr Eggar on 8 July, the Secretary of State has commented that this runs the risk that those boat people arriving in the last few weeks who could not have heard of our change of policy could plausibly claim refugee status. What is our answer to this?

Entry Refusal cases: The Secretary of State is very keen that we should have some kind of answer from the Home Office to our various approaches before the Debate.

The Secretary of State would be grateful to know where we now stand within Whitehall on the question of Hong Kong Civil Servants' pensions.
