(I understand that Mr Banks has tabled further PQs and that work on some of these points is in hand.]

2. It seems to me that all the points on Vietnamese refugees were dealt with in Mr Eggar's reply at Cols 749-50; on emigration at Col 750; and on confidence at Col 752.

Sir P Blaker raised the question of Expo at Col 721, but only in passing. Since anything we could say to him would be negative, I recommend that point is not picked up.

Mr James Couchman at Col 735 and Mr Foulkes at Col 745 raised the question of further progress in proportions of directly elected but as seats between 1991 and 1997. That point could be picked up, there is not much that could be said, (Parliament has already been told that further changes are not ruled out) the case for doing so is marginal.
