HOUSE OF LORDS FOREIGN AND DEFENCE DEBATE:

It follows I submit a draft opening speech for Lord Glenarthur. the same broad themes as the Secretary of State's speech, but has less on arms control (left for Lord Trefgarne's winding-up) and includes some issues eg Cambodia/Vietnamese refugees which the Secretary of State does not cover. Present length is about 23 minutes.
2.
I understand that Lord Trefgarne is inclined not to confine his winding-up remarks to the purely arms control. He would like if possible to address a foreign policy theme separate from his replies to points arising from the debate. One possibility might be prospects for the new US Administration: arms control (including CW), burden sharing, strengthening the European pillar (WEU), protectionism and (possibly) the Middle East as an immediate challenge for the new President.
