[If asked] UK's longstanding support for amendment to rules limiting frequency or Expo's has not destroyed Hong Kong's chance of hosting an Expo in 1997. Amendment was passed almost unanimously: reflects feelings widespread in international comminuty. one's interest if Expos become devalued their impact and financial viability would be affected. But must recognise likelihood of strong competition for EXPO slot in that period.

[If asked] 20 November this year is deadline for registering bids to BIE. But BIE will then need to examine full bids and make preliminary visit to places concerned. Final decision likely in

summer of 1989.
