take of 468 over two years from May 1987 is seen by other resettlement countries and by Hong Kong as falling short of what is required, given the increased size of the problem. We believe that an additional commitment of 1000 places (over a period of 3-4 years)

is the minimum we can offer. The Secretary of State is considering

whether this shall be taken on the basis for an approach to the Home

Secretary.

9. There have been indications that other resettlement countries

may respond if the UK is able to make a further commitment. The fall off in resettlement figures last year was due to a variety of factors, but the largest problem was the drop in the US's off take

from 1323 in 1986 to 333 in 1987. Indications are that they may

take 1000 this year. Canada and Australia have indicated that they will probably maintain their off take at about last year's level.
