The consultation process is still underway.
This is not the time for the Government to
make a definitive appraisal of the Draft. It
is not yet complete. Nor is it by any means
perfect. But it is possible to identify the
main areas of concern that are emerging in
Hong Kong.
First, autonomy. The question is
asked whether the Basic Law will enable the
Hong Kong Special Administrative Region to
enjoy the high degree of autonomy provided for
