- We give the utmost weight to our

responsibilities towards Hong Kong and its

people.

They look to us for support, and

rightly so. We shall not let them down. We

recognise that as co-signatories of of the

Joint Declaration we are placed under an

important obligation. We must ensure that the

principles it embodies are put fully into

effect.

- That is why it is right that we should be

discussing the draft Basic Law today. The

drafting of the Basic Law is of course a

matter for the Chinese Government. But the

outcome of this process is of paramount

importance to Hong Kong. And it is the duty
