Lord Cledwyn has put down the following motion for debate in the House of Lords on 10 June:

1.

"To call attention to recent developments in Hong Kong relating to the implementation of the Joint Declaration; and to move for papers"

As you will recognise, this is exactly the wording we had suggested Lord Cledwyn might use, and on which we had consulted Hong Kong and Peking. Lord Cledwyn and various other Peers have asked that we should provide them with some background briefing, on which I understand you already have work in hand.

2. The Debate will begin at about 1130, after Questions. The Whips Office expect that it should be over sometime between 1530 and 1630. Lord Glenarthur will need to speak twice. He will therefore need an opening speech lasting about 15 minutes, and material for a wind up speech (opening, "modules" taking up points raised by Peers during the Debate, and conclusion) of the same length.

It would be helpful if Lord Glenarthur could have this material to study over the weekend of 4/5 June. We have provisionally set aside an hour for briefing sessions on Wednesday 8 June at 1030 and Thursday 9 June at 0900. We can adjust this nearer the time as necessary.

You will no doubt include a reference to this Debate in any material prepared for the Secretary of State's use in Hong Kong on the subject of Parliamentary activity.
