will last for five months;

if in due course members conclude that a debate would be desirable, that would be a matter for discussion through the usual channels. The Government have an open mind;

but there is currently discussion on the usual channels about the possibility of a foreign affairs debate before too long. If the House wished, this could encompass discussion on Hong

Kong;

(If asked) The Chinese earlier expressed some opposition to the idea of a Parliamentary debate on the Basic Law. We explained very clearly to them that this was a matter for Parliament to decide. Their position has now softened.
