Lord Glenarthur was grateful for your minute of 14 January recording your conversation with Lord Maclehose and Lord Bessborough about the discussion of Hong Kong in the House of Lords. He shares Lord Maclehose's view that a debate would best be held after the He does not White Paper on representative Government is issued. think, however, that a Starred Question (ie a short question and answer, and 4 . - 5 minutes for supplementaries) would be suitable. An Unstarred Question, lasting 1-2 hours, could be reasonably easily arranged and would give a much better opportunity for debate.
