RESTRICTED

REPATRIATION OF ILLEGAL IMMIGRANT MOTHERS

There is a legal route for immigration into Hong Kong that allows for a large number of immigrants by world standards. In these circumstances, the Hong Kong Government believes, and we agree, that illegal immigrants must be returned. The Hong Kong Government have explained that no exception can be made for mothers of illegal immigrant children who surfaced after the one-day registration exercise on 28 April last year, unless there are strong humanitarian grounds for doing otherwise. Arrangements have been made for these mothers to take their children with them if they so

wish. Mothers will be able to apply for one-way permits to come to

rejoin their children in Hong Kong. We are not aware of any reason why they should experience difficulty in obtaining a one-way permit.
