6. Lord Glenarthur is not convinced that Mr Martin Lee has nad much of an impact in the UK, although he has certainly gained wide publicity for his views both here and in Hong Kong. He thinks that judicious use of his reply to Mr Martin Lee's letter to the Prime Minister, and the background press briefing that Mr McLaren and Mr Hum are to give diplomatic correspondents, should enable us to gain some points in the public relations battle over representative government. The line taken at the press briefing could obviously be adjusted in the light of any news of Mr Lee's interest in a further visit.
