REPRESENTATIVE GOVERNMENT

Commitment to development of representative

government as strong as ever. Process already

under way: we want it to continue.

That is purpose of 1987 review with such extensive

public consultation exercise (greater than ever

before). Decisions announced next month will

take full account of views expressed by

community.

Neither HKG nor HMG ever promised direct elections

in 1988: would have made a mockery of public

consultation if we had.

are real ones.

Review a matter for British and HK Governments.

No question of sacrificing HK interests to

relations with China. But let us bear in mind that

we are not seeking to establish something just for

the next 9 years, but something that will endure

after 1997. It would therefore be folly to ignore

the Chinese dimension. The people of Hong Kong will not thank us if we fail to give them a secure founcation

for the future.
