We are a group of Urban

Councillors, Regional

Councillors, District Board Members. We believe that the only

guarantee for the policy of "one country, two systems" to

succeed is to establish a democratic system which will enable

Hong Kong to exercise the "high degree of autonomy"

the Joint

promised in

Declaration when its sovereignty reverts to China in

1997. In particular, we fully support the Delegation's view

that partial direct elections should be introduced in the Hong

Kong Legislature in 1988 because this is in accordance with the

view of the majority of the Hong Kong people.

We strongly request the Prime Minister and Sir

Geoffrey Howe to receive the Delegation. This is the only way

for the British Government to show that the views of the Hong

Kong people are being respected and not ignored.
