Lord Glenarthur was grateful to see your minute of

7 January recording the briefing you gave Mr Foulkes on Hong Kong. He has commented that it was useful to set Mr Foulkes straight on the major issues before he goes to the territory (bearing in mind Mr Brian Gould MP's unhelpful remarks during his visit there). He was also encouraged that Mr Foulkes seemed receptive to your briefing; and did not appear to have swallowed Mr Martin Lee's line on direct elections.
