DEBATE ON HONG KONG: PREPARATORY ACTION

1.

Ministers will wish to consider, perhaps collectively at their

meeting on 14 January, what further action needs to be taken to

prepare for next week's debate on Hong Kong.

2.

In several areas action is already in hand:

(a)

Material for the House of Commons Library

At Mrs Bottomley's suggestion we are putting together a collection of up-to-date and upbeat material on Hong Kong (the Governor's

speech introducing the new session of LegCo, his speeches on his visit to the United States, useful facts on the economy etc) to be

placed in the House of Commons library;

(b) Miss Lydia Dunn

The Hong

Miss Dunn will be in London between 18 and 21 January.

Kong Government Office are making arrangements for her to speak to the Anglo-Hong Kong Parliamentary Group, and to call on Mr Kaufman and Lord Cledwyn. (Lord Glenarthur's Office are aware of this last arrangement: it seems prudent to prepare for the possibility that the House of Lords could also take an interest in Hong Kong over the

weeks ahead.) She will also talk to the media;

(c) FCO Press Briefing

News Department are making arrangements for a background press

briefing of diplomatic correspondents, to be given on 18 January by

Mr McLaren and myself. They have also taken any opportunities that

arise to draw attention to the text of Lord Glenarthur's recent
