I submit briefing for Mr Martin Lee's call on Lord Glenarthur. It is arranged as follows:

Hong Kong telno 4401, reporting on the LegCo debate of 18 November (in which Mr Lee was in a minority);

Hong Kong telno 4576, summarising recent statements by

Mr Martin Lee;

a article from the Far Eastern Economic Review written by Emily Lau, a close associate of Mr Lee, reflecting his objections to the Survey Office report:

(viii) a letter in today's Guardian signed by Mr Lee and his

colleagues. It is significant that it concentrates on the (false) charge that HMG is backing down from the promise to introduce direct elections in 1988, but makes no reference whatsoever to the fact that Hong Kong people have been consulted and have displayed no clear enthusiasm for the

idea.

I apologise for the number of background papers, but I think these are necessary to give some flavour of Mr Lee's recent activities. Key points are highlighted.
