as always.

Appreciate time ExCo members spend on public affairs.
Hong Kong has achieved major successes:
spectacular economic growth
substantial improvements in quality of life
social advances generate desire for more representative political system
White Paper milestone in Hong Kong's history
steady progress in implementation of Joint Declaration
cooperation with Chinese good: Chinese willing to listen and
adapt: increasing understanding of need to sustain confidence in
Hong Kong.
pay tribute to major role ExCo has played in all these
successes.
will in future be relying even more heavily on ExCo's advice/guidance.
