for the handling of the Secretary of State's meeting with ExCo on 31

May. It is self-explanatory.

The format proposed by the Governor seems satisfactory. present our proposed opening statement for the Secretary of State (currently being converted into tiret format) is a little fuller than the Governor envisages, but it can be drawn on selectively in

the light of further discussion with the Governor on the spot. The

subjects which individual ExCo members will raise are predictable

and covered in the briefing.

3. If the Secretary of State is content, I shall send a brief

telegram to the Governor saying so.
