SECRETARY OF STATE'S VISIT TO HONG KONG: BRIEFING

1. I attach the final batch of material for insertion into the

Secretary of State's briefs. It comprises the following:

the Governor's scene-setting telegram, which constitutes

brief no 2;

the opening statement for the meeting with ExCo (brief no

4) reduced to tiret form;

the opening statement for the meeting with OMELCO (brief

no 5) in a similar format;

revised points to make on the Defence Costs Agreement

(brief no 11) taking into account the recent exchanges

between Ministers.

The material for (iii) and (iv) above is now shorter, as earlier requested. I envisage that in response to questions raised

at the two meetings the Secretary of State will refer to the

appropriate material in the consolidated check list or to the full

brief. But if you would like the material presented in a different

format this can of course be done.
