The Secretary of State has seen your minute of 24 May covering Hong Kong telno 1990. He has commented that none of his previous meetings with ExCo have been anything like so closely scripted and stage-managed. He fears that if the format suggested by the Governor were followed, it will lose all spontaneity. The worst thing would be prepared, or even read, speeches. He proposes himself to reply and speak as comes naturally.
