arranged with the Secretary of State during his visit to
Hong Kong. I have been instructed to inform you that the Secretary of State is grateful for your interest. However, his programme in Hong Kong will be extremely busy and it will unfortunately not be possible for him to meet you on this
occasion. If you would like to set out your concerns in a letter to Sir Geoffrey, I will ensure that it is brought to
his attention during his visit.
