A compromise alternative would be

to try and combine the two. The Secretary of State would have

to fly near to Green Island on his way to Chi Ma Wan. He could

possible make a brief stop there to view the facilities (we are checking whether there is a helicopter pad) or at the very least he could view the reception facilities from the air. This would demonstrate his awareness of the problem, but the focus of his

visit and of the press coverage would still be Chi Ma Wan.
